Parker is a 1978 graduate of the University of Pittsburgh Law School.  For thirteen years, until 1985, he was in the United States Marine Corps and spent eight of those years as a trial attorney and judge advocate.  For a brief period, he was an Allegheny County district attorney and has been with the public defender’s office since 1987.
